Yes. Vaping is legal in Canada under the Tobacco and Vaping Products Act (TVPA) for adults aged 18 or older. The same 20mg/ml nicotine cap as the UK applies. Most catches for UK visitors are provincial: minimum ages range from 18 to 21, flavour bans apply in five provinces and territories, and federal excise duty rates can double in some provinces.
Canada operates a federal-plus-provincial system similar to the USA but tidier. The Tobacco and Vaping Products Act sets a national floor. Each province builds upward with additional rules on age, flavours, public use and excise duty.
UK visitors are used to a clean 18 across the country. Canada is more variable. Check the minimum age for the province you are visiting.
Canada has been debating a federal flavour ban for five years. The federal government has draft regulations ready but has not implemented them. Several provinces have moved ahead independently.
As of May 2026, the federal Health Minister has not set a timeline for the federal flavour ban. Canadian health groups continue to push for action. In the meantime, provincial bans cover a significant portion of the country.
Canadian vaping excise duty has been mandatory since October 2022. The system has tiers depending on whether the province has signed up to the joint federal-provincial duty arrangement.
Canada Border Services Agency has a specific personal-use exception for travellers. Within the limits, you can bring your kit and supplies to Canada without commercial customs treatment.
The general rule across Canada is: where smoking is banned, vaping is banned. The detail varies by province and city. Buffer zones around entrances and playgrounds can be especially strict.
The Canadian vape retail sector is well-established. Major cities have multiple dedicated shops plus availability at convenience stores and gas stations.
Dedicated vape shops
Common in Toronto, Vancouver, Montreal, Calgary and other major cities. Best selection of devices and e-liquid. Photo ID required.
Convenience stores and gas stations
Stock pod kits and basic disposables. Age verification standard. More limited in flavour-ban provinces.
Tobacconists
Less common in Canada than in some European countries but exist in major cities.
Online retailers
Multiple reputable Canadian online vape retailers. Compliance with provincial flavour rules required. Cannot ship banned flavours to Quebec, NS, NB, PEI or NWT addresses.
Health Canada-compliant products only
Look for excise tax stamps. The peach Canada stamp indicates federal duty paid. Province-specific stamps in specified provinces.
Canadian e-liquid prices are similar to UK pre-duty prices in most provinces. Specified-province locations (Alberta, Manitoba, NB, Yukon, PEI) are more expensive due to additional provincial duty.
Vaping is legal but provincially variable
Federal TVPA sets a 20mg/ml cap and minimum age 18. Provinces add age, flavour and tax variations.
Watch for the flavour bans
Quebec, Nova Scotia, New Brunswick, PEI and Northwest Territories restrict legal flavours. Bring your own preferred flavour if travelling to these regions.
Personal import is straightforward
Up to 5 units (120ml each) declared to CBSA. Hand luggage only. Same TPD-compliant kit works in Canada.
