No. Vaping in any UK taxi or private hire vehicle is treated the same as smoking and is effectively illegal under workplace smoking laws. Taxis and private hire vehicles (PHVs) are classified as workplaces under the Health Act 2006. The enclosed public space rule that bans smoking in pubs, offices and other enclosed workplaces also applies to licensed taxis. This is the case across England, Scotland, Wales and Northern Ireland.
The smoking ban itself covers tobacco. But every licensing authority and every major taxi operator has extended the rule to cover vaping. The Transport for London position, set out in 2015, clarified the rule for the whole industry and most other UK authorities followed.
The TfL No-Smoking Policy includes e-cigarettes and vape sticks which have been prohibited on all rail, underground and bus services. This has also been extended to include taxi and private hire services. Other UK licensing authorities have adopted the same position.
So while the underlying law is about tobacco smoke, in practice vaping in a UK taxi is treated exactly the same. Same signs, same fines, same enforcement.

No, not while the vehicle is licensed and operating. The workplace smoking rule applies to drivers as well as passengers. Some local authorities have gone further and specifically ban drivers from vaping in their licensed vehicles at any time, including when off-duty.

Workplace status
The taxi is the driver's workplace and a shared workspace with passengers. The Health Act 2006 applied to it from the start, before vaping became common.

Customer comfort
Passengers do not choose to share a small cab with vape residue from previous riders or the current driver. The smoke-free environment is part of the service.

Residue on upholstery
Vapour leaves a sticky film on fabric seats, carpets and interior plastics. Cleaning is expensive and limits the vehicle's availability.

Driver concentration
Even for the driver alone, vaping while driving raises careless driving concerns. The licensing system treats this as a serious enough risk to ban outright.
Vape before getting in
The simplest answer. Use the pickup wait time to top up. Most taxi journeys are short enough that you can manage without vaping for the trip.
Ask the driver to stop for a moment
For a longer journey, you can ask the driver to pull over at a layby or service area so you can step out and vape. Most drivers will accommodate a reasonable request. The meter will keep running.
Use nicotine pouches in the vehicle
Discreet and produce no vapour. Sits between your lip and gum for 30 to 60 minutes. The standard solution for situations where vaping is not possible.
Plan around long journeys
An airport transfer to Heathrow from outside London can take 90+ minutes. Pouches, gum or patches make this much easier than trying to bend the rules.
Do not vape with the window open
Opening the window does not legalise vaping in the taxi. The Health Act 2006 rule applies regardless of ventilation. Drivers will still ask you to stop.
Respect a no first time
If the driver says no, do not negotiate. They have legal backing and reputational reasons to enforce the rule. Push back leads to trip termination.
